Welcome to the website of the WCO Middle East and North Africa  Regional Office for Capacity Building (ROCB MENA) Website.

The Regional Office for Capacity Building for North Africa, Near and Middle East (MENA) Region was established in 2007 in the United Arab Emirates (UAE).  It hosted first by Federal Customs Authority, by the end of 2009, it was re-located at Abu Dhabi  due to an internal decision of the Federal Customs Authority (FCA) of the United Arab Emirates (UAE) to have further development for the Office.

Under the joint cooperation between The World Customs Organization, Federal Customs Authority and Department of Finance/Abu Dhabi General Administration of Customs, the Memorandum of Understanding on the establishment of the Office was signed in Abu Dhabi on 21st of January 2010.

ROCB is aimed to support its (17) Customs administrations in the MENA Region in cooperation with the WCO Secretariat,  WCO Regional Training Centers, Donor institutions and the Customs administrations of the Region.

We believe that our Members have many functions to perform including improvement of border security, implementation of trade facilitation framework, development of  the WCO Capacity Building programmes, tools and instruments, and reform customs modernization within Customs of the 21st century.

We are committed to assist, to support, and to cooperate effectively with our Members of the region to further enhance Customs performance and efficiency.
